In the turbulent aftermath Of the cold war, we are witnessing an increasing possibility that the world's oceans could become the sub ject of disputes, endangering many security and economic interests of our Nation. In this light, I believe we can only benefit from a regime that brings the rule of international law to the oceans. The protection of our security interests in unimpeded military sea and air traffic and our right to regulate living marine resources within the exclusive economic zone of the United States are only two such rights reaffirmed by the Law of the Sea Convention.
