Description:Excerpt from Report on Copyright Legislation: By the Register of Copyright Protection under our laws, by the provisions of section 13 of the act of March 3, 1891, has been extended to the gram? 7 works of authors who are citizens or subjects of any state or nation in behalf of whose citizens a proclamation by the President has been issued. A few continental countries and some South American States are still not included, and the question has been raised whether a citizen of one of these countries not yet included in a copyright proclama tion, may, as the assignee of a qualified author, demand copyright registration as a proprietor. It is also some times asked whether the work oi a foreign author, citizen of some country in whose behalf no copyright proclamation has yet been issued, can, if transferred to some citizen of a country included in the copyright arrangements, be protected by a claim to copyright in the United States on behalf of the qualified assignee as proprietor. It is important that such questions as these shall be settled by direct and explicit statements in the copyright statutes.
