It will be observed that there is a slight decrease in the number of cases under head I., but that it is more than counterbalanced by a large increase under head II. (a.). This increase is due in great measure to an examination of upwards of 400 candidates for promotion to the grade of Examining Officer in the Customs, held at the special request and for the information of the Board of Customs.
